Abstract

The “Bay Area Social Security Connectivity” initiative is essential for improving social security cooperation within the Guangdong-Hong Kong-Macao Greater Bay Area. This program not only sets up dedicated service windows in Guangdong but also establishes service points in Hong Kong and Macao, along with a “Guangdong-Macao social security one-stop service window.” These efforts facilitate the physical integration of social security services across these three regions. Additionally, an online platform has been developed to unify social security services into a digital system, allowing for interactive online collaboration among the areas. Moreover, this initiative aims to achieve regulatory alignment and institutional unity by creating a comprehensive social security framework for residents of Hong Kong and Macao participating in insurance programs within Guangdong. It aspires to establish a model zone for cooperation in social security services that encourages multi-stakeholder involvement and collaborative initiatives while providing an institutional foundation for both online services and their integration.
