Abstract

The District Centralized Cooling System(DCCS) is one of the important paths to reduce the energy consumption of building air-conditioning, optimize the transformation of the energy structure, promote low-carbon development, and help achieve the "dual-carbon"goals. However, there are certain difficulties in the actual promotion of the DCCS. Taking District H in Guangdong Province as an example, this paper studies the behavior of the government of District H in promoting the DCCS under the goal of green development and through the theory of the "Developmental State", and analyzes the advantages and problems of this district in the process of promoting the DCCS. The aim is to provide reference for the promotion and construction of DCCS in other similar regions and construct smart cities.
