摘要

Macao is a typical mini-economy. Its single industrial structure and over-reliance on gaming and tourism are the biggest challenges facing its economy. In recent years, various parties have been trying to promote the moderate diversification of Macao's economy to promote its economic transformation, but the results have not been significant. This article clarifies that in the context of the rapid development of the international higher education industry, actively developing international trade in higher education services may be an effective strategy to promote its economic transformation.
