abstract = "Central to the regulation theory of social policy is the argument that the welfare state has played a key role in the maintenance of the proper working of capitalism. Starting from the core argument of the theory, this article attempts to demonstrate that the Social Security Fund, a cornerstone of Macao's social security system, achieved three major regulatory functions in relation to the perpetuation of capitalism from the establishment of the fund in 1990 to 2005: legitimisation, reproduction and disciplinisation. There was a watershed year in 2002 in which the predominant regulatory forms displayed a qualitative shift from legitimisation to reproduction and disciplinisation. The shift is explained in terms of different interplays of the political and economic forces within the basic structural constraint of the capitalist social system.",

note = "Funding Information: Given the strong impact of the social confrontations, apart from those measures of the government, there were also immediate and spirited responses to the unemployment problem from various sectors of Macao society. The MFTU, whose status as the principal interest group representing the working class had been threatened already, played a leading role in the provision of more assistance for the unemployed workers. Its newly established Unemployment Assistance Fund received significant financial support from different social groups, especially business organisations. For example, the fund collected one million patacas from the MCC, three million patacas from the STDM and 300,000 patacas from the Macau Association of Building Contractors and Developers (MDN, 24, 25 May, 1 June 2000). The provision of cash assistance for unemployed persons by the MFTU, together with its important role in the operation of social literacy courses, had the important political consequence of helping the organisation to regain its popularity among the workers.",
