摘要
With rapid urbanization, urban ecological resilience has become increasingly prominent, and the effectiveness of its policy implementation has drawn significant attention. However, existing studies lack a systematic policy evaluation framework, making it difficult to effectively grasp the complex interaction mechanisms of ecological resilience policies at the urban agglomeration scale. Based on the multiple streams theory, this study constructs an evaluation index system encompassing absorptive capacity, adaptive capacity, and transformative capacity, and employs multiattribute decision-making methods to systematically evaluate the implementation effects of ecological resilience policies across 41 cities in the Yangtze River Delta urban agglomeration. The findings reveal that: (1) resource allocation optimization, policy implementation support, and policy adaptation mechanisms constitute the core elements of ecological resilience policies, influencing implementation outcomes through the resource-implementation-effect transmission chain; (2) the Yangtze River Delta urban agglomeration exhibits a typical core-periphery differentiation pattern, with core cities such as Shanghai and Hangzhou showing the most prominent performance; and (3) there is no significant positive correlation between policy innovation capacity and implementation efficiency. These findings not only deepen the understanding of the dynamic evolution mechanisms of regional ecological governance policies but also provide new analytical perspectives and practical pathways for resolving the challenges of collaborative ecological environmental governance in urban agglomerations.
